OFFICIAL RULE CHANGE

Per my email to the mail list:

1. The USA gets three additional inf placed after the European placement
2. The extra influence can only go where the US already has influence
3. The initial 7 can be used to overcontol, but not the extra three.
4. Roll for sides, if there is no agreement on who should be whom.
